The 15-amp breaker protecting the red wire should have tripped. The amount of current sufficient to melt the wire insulation would have normally caused the breaker to disconnect unless the heat was caused by a loose connection, forcing the current to jump across a gap (known as arcing). The breaker may have also malfunctioned.
